Summary:

The California Department of Education (CDE) has identified a number of local educational agencies (LEAs) as having significant disproportionality by race and ethnicity of students receiving special education services pursuant to the requirements of the Individuals with Disabilities Education Act (IDEA). MVLA has been identified as a Significantly Disproportionate district for the over-identification of Latinx students in Special Education and the Disability Category of SLD. The designation of Significantly Disproportionate requires MVLA to broadly examine General Education systems to address the problem and to designate 15% of the existing Special Education budget allocation to address this area. In addition, MVLA is required to develop a Comprehensive Coordinating Early Intervening Services (CCEIS) Plan, implemented over the next 27 months; ending in the middle of the Fall semester 2024. The Plan creates the opportunity to provide culturally responsive academic and behavioral interventions and supports to general education students thus reducing the need, or being identified as needing, special education services, thus helping to reduce disproportionate representation in special education. The CCEIS Plan outlines: services and supports provided to ALL Students (general education), Professional Development, Use of Special Education Funds, and Program Evaluation. MVLA's proposed CCEIS plan is aligned to existing district initiatives and is based on a three-pronged approach to guide its analysis to identify root causes in order to address equity and disproportionality: analysis of disaggregated data, and self-assessment of needs using the Wisconsin Checklist for addressing Racial/Ethnic Disproportionality. The proposed CCEIS Plan has identified three (3) focus areas: (1) Lack of success in narrowing the achievement gap for approximately 15% of 9th graders entering the district with lower academic preparation than the rest of the 85% of their peers; (2) Lack of engagement and relationships partnership with Hispanic/Latinx students and families and our partner districts; (3) Cultural Dissonance and implicit bias. The 15% IDEA funds will support 86 students. Annually, the CDE will review district data to determine disproportionality. MVLA will have until October, 2023, to implement the Comprehensive Coordinated Early Intervening Services (CCEIS) Plan.
